Position Summary

Upstream recently formed a new national team focused on federal policy.  We are excited that this team is now growing, and we are looking for an Associate Director of Federal Advocacy to join our organization as a lynchpin on our three-person federal policy team. Reporting to our Director of Federal Policy & Advocacy, our Associate Director will serve as a valued thought partner and will lead strategy and execution for one or more areas of policy advocacy (administrative or legislative), and will help establish and maintain strong relationships with Congressional staff, Administration officials, and fellow advocacy groups.

Our Associate Director of Federal Advocacy will be responsible for independently creating the strategy and leading the execution of advocacy plans related to gaps in contraceptive care that are identified by Upstream's work with healthcare providers  Duties on our federal policy team will be divided up largely by policy issue area and our new Associate Director may lead several    federal policy topics related to contraceptive care at any given time, depending on the scope of the strategy and the timeline of the campaign. Our Associate Director of Federal Advocacy will also be responsible for leading some of Upstream's external relationships with fellow advocacy groups, Congressional staff, and Administration officials (primarily within CMS and HRSA). This person will also help coordinate with other departments at Upstream, including sourcing policy issues and communicating policy solutions to Upstream staff who work with our health center partners.

Background on Upstream's Federal Policy Work

Upstream's mission is to expand opportunity by reducing unplanned pregnancy across the U.S. The majority of Upstream's work is in training and providing extensive technical assistance for healthcare providers to offer patient-centered contraceptive care, especially in primary care settings. The Federal Policy team supports that work by advancing federal policies that help Upstream's healthcare agency partners, our programmatic work with agencies (training & technical assistance), and broader efforts to improve access to contraception. Our experiences with healthcare providers guide how we identify policy barriers and work to address them. Upstream advocates for more funding for contraceptive care, works to improve how contraceptive care is measured by federal programs, and ensures that all forms of insurance adequately cover and reimburse for contraceptive services.

Relative to others who work on similar issues, Upstream is especially focused on embedding contraceptive care in primary care settings (as a supplement to the care available from OBGYNs and family planning providers). We often work on relatively niche policy issues that may not be high-salience for policymakers if not for our efforts.

Essential Duties and Responsibilities

  • Lead 1-3 advocacy issue areas, with coordination and thought partnership from the Director of Federal Policy & Advocacy.

    • Identify public policy opportunities and design and execute an advocacy strategy

    • Research, develop policy, and create collateral (supported by a Federal Policy Specialist & Upstream's Communications team)

    • Create content for and write public comment letters or other public-facing policy materials associated with advocacy campaigns

    • Serve as a thought partner for policy topics led by the Director of Federal Policy & Advocacy

  • Represent Upstream in external meetings (video and in-person) with Congressional staff, Administration officials (primarily CMS and HRSA), and advocacy organizations.

    • Develop and manage Congressional, Administrative, and organizational partnerships via regular updates and touchpoints.

    • Support the work of other advocacy organizations on contraceptive access policies.

    • Help coordinate with other teams at Upstream, including sourcing policy issues from and communicating policy solutions to Upstream staff who train and support our health center partners.

Upstream does not have a physical office in DC.  Our Associate Director of Federal Advocacy will be based remotely, ideally in the Washington, DC area.

Required Education, Experience, Knowledge, Skills and Ability:

We are seeking a candidate who has extensive prior experience in federal advocacy on reproductive health topics. Being able to establish and manage relationships externally, navigate administrative and/or legislative processes, and effectively work within and build coalitions are likely the most important skills for this role. In addition, Upstream often works on more niche or technical policy issues, so familiarity with reproductive health policy areas, and the ability to quickly master complex policy issues in healthcare, would be highly valued. Being based in the DC area is a plus since this person will likely have frequent meetings in DC, but being based remotely with travel to DC can also work.

A strong candidate will possess many, but not necessarily all, of the following qualifications:

  • 6-8+ years of professional experience, including at least 3 years of directly relevant experience(s).

  • Strong relationship builder

    • The ability to foster strong relationships with other organizations and individuals who are critical allies in our policy work.

    • Experience building cross-organizational coalitions in service of public policy goals

    • A background working on federal reproductive health topics and existing relationships with federal reproductive health advocates

    • Excellent email, videoconference, and in-person communication and presentation skills

    • Uses systems and tools (CRMs, etc.) to build and maintain relationships with a wide network of stakeholders

  • Experience with administrative and/or legislative advocacy

    • Prior experience working with the Department of Health & Human Services (CMS, HRSA, etc.)

    • Background working with Congress to design, introduce, and build support (in Congress and/or among advocates) for legislation

    • Familiar with policymaking processes (e.g., rulemaking, public comment, legislative procedures and processes, etc.)

  • Familiarity with healthcare and reproductive health policies

    • Familiar with a broad range of policy topics related to healthcare and reproductive health

    • Experience reading, interpreting, translating, and proposing changes to legislation or rule-making

    • Experience developing content for and writing public comment letters

  • Passion for Upstream's mission to reduce unintended pregnancy by expanding access to patient-centered contraceptive care

Hiring Range

The hiring range for this role is $104,212.95 to $135,000.  Final offers for this position will be based upon several factors including the scope of the role, market compensation analysis, position requirements, candidate's experience level and capabilities, specific candidate geographic location, internal pay equity considerations and will be made within the parameters of Upstream USA's compensation framework and philosophy.
